Contribution of the Presidential Zonal Skilling Hubs to Uganda’s Vision 2040

The Presidential Zonal Skilling Hubs were established in 2022 under the directive of His Excellency the President of the Republic of Uganda, with the primary goal of accelerating youth skilling, employment creation, and industrial value addition across all regions of the country. The initiative seeks to provide practical, handson vocational training to young Ugandans in marketable disciplines to foster self-employment, job creation, and entrepreneurship. The project aligns directly with Uganda Vision 2040, which identifies industrialisation, human capital development, and inclusive economic growth as key pillars for transforming Uganda into a modern and prosperous country. By equipping youth with employable and entrepreneurial skills, the hubs are building the human capital base necessary to drive local industries and enhance productivity. Within the framework of the Fourth National Development Plan (NDP IV), the hubs contribute to several strategic objectives – particularly Goal 1: Strengthening the productive base of the economy and Goal 2: Enhancing human capital development. The skilling hubs operationalise these priorities through skills development for industry, promotion of micro and small-scale enterprises, and support for innovation and value addition along various production chains.
